I'm very fond of Brewer. At his best he's a master of the genuine surprise. My favourite of those I've read is THE RED SCARF, with THE THREE-WAY SPLIT a close second. He often mines James Cain territory (see 13 FRENCH STREET, WILD TO POSSESS, THE HUNGRY ONE, PLAY IT HARD, ANGEL). But at his worst he's dreadful (see APPOINTMENT IN HELL).
