I blame multimillion- dollar advances for celebrity books, few of
which make money for publishers after all is said and done.

But they do stir up a lot of publicity for the publisher and the author which is, no doubt, why it's done... and continues to be done. If no one were getting anything out of it, they'd stop doing it. They've got it in the budget.
