Most aspects of U.S. publishing have been outsourced to Asia, even copyediting, some of which is now being insourced for obvious reasons.
I blame multimillion-dollar advances for celebrity books, few of which make money for publishers after all is said and done. Joy

Canadian publishers have for some time purchased full-colour, coffee-table style books from Asian printers and shipping by boat is still relatively energy efficient, but once they dock in Vancouver, warehousing and road-shipping to and from bookstores becomes the usual expensive mess.
