There is no curve... there isn't any law of averages that applies to art. Where does Pablo Picasso stand relative to the "average" twentieth century painter? There is no average twentieth century painter, so the question is meaningless. The same goes for literature.
I use the same test as you do. I get curious, start reading, and if it's good I keep reading... it works. And it doesn't depend on whether the author is new or famous or forgotten or strictly a minority author. I certainly don't care who the publisher is.
