I don't think all PIs are heroes, though some are and others don't seem to be either heroes or antiheroes but simply professionals. The Op is clearly a professional. Joe Puma is downright sleazy. Easy Rawlins is a picaresque character who is mainly looking out for himself and playing it by ear. Lew Archer is more like a detecting shrink. DK is a professional like the Op. These are just some examples. You could find more types that don't correspond either to hero or antihero or screwed. It's mainly the Chandler followers who have made their PIs into heros (prominent modern representatives: Sue Grafton and Robert Parker).
