I agree, but I'd advise starting with the previous Mark Hayes book, Earthquake Weather. As I understand, the two were initially conceived as one book, but split when it got too involved.

Not exactly new, and not exactly noir, but John Shannon's PI novels have a very strong sense of place when it comes to LA.
