You're probably thinking of Harry O, from the '70s, with
David Jansen. Although Harry had a car, but it was always in
the shop. His mechanic, who seldom gave him a loaner, was a
recurring character. So Harry spent a lot of time on the
bus.
Matt Scudder doesn't have a car, does he? There are probably
other New York PIs who don't.
