RARA-AVIS: Why Fly Paper?

Grebstein in Madden's Tough Guys book considers Hammett's story "Fly Paper" to be his first hardboiled story, but Hammett had many stories before this, didn't he? I've seen it referred elsewhere as his first hardboiled story. Is there something distinctive about "Fly Paper" that would give Grebstein reason to label it as Hammett's first hardboiled story instead of earlier ones? If yes, what is it?
