If your definition of "detective" is "character whose primary
focus is solving crimes, who is the central character in a
work of fiction whose focus is on a crime and its solution,"
then, yes, he's the first "actual" detective. I think that
definition is not particularly useful, however, since it
excludes a great deal of material which should be taken into
account when describing the evolution and history of the
detective genre. It's too simplistic, for my tastes.
