It's been a long, long time since I've read Snow Crash, but
what flotilla? Are you sure you're not thinking of another
Stephenson novel, perhaps Diamond Age (which I stopped part
way through, and does have ships)?
Snow Crash is set in a future city (LA, I think) with walled
off neighborhood with their own security forces. Of course,
much of the book actually takes place in cyberspace.
