Actually the noir cycle started already with the WWII (or even before, one might argue). Take "The Maltese Falcon" for instance. Not all the war time entertainment was fluff. Hollywood produced lots of serious documentaries about war and war-going countries and also made many anti-Hitler movies (although they might be ridiculous nowadays, they were relatively serious). Post-war anxiety is more complex matter than just the men being exhausted from war.
