There's not much out there like O'Connell -- except more O'Connell. All of his books are good and worth seeking out.

J.G. Ballard is probably the closest I can think of, though he's not normally considered "noir" -- have you read HIGH RISE or CRASH?

If you're really just looking for "literate, a little self-conciously highbrow, and depressing":

I don't like it much myself, but there's Marc Behm's EYE OF THE BEHOLDER. There was a movie a couple of years back, a tie-in paperback shouldn't be too hard to find.

Derek Raymond's Factory series is excellent. (I still need to track down a copy of I WAS DORA SUAREZ).

Robert Stone's DOG SOLDIERS, A FLAG FOR SUNRISE, CHILDREN OF LIGHT.

I'm sure people will toss in others.
