There was also the Rafferty series by W. Glenn Duncan about a Dallas PI. I also remember a novel called WALTZ ACROSS TEXAS, but I'll have to dig it out to see if it looks hardboiled. A friend of mine keeps recommending Michael McGarrity's New Mexico novels to me, but I haven't read them and don't know much about them.

As for older books, one of the best Mike Shayne novels, MURDER IS MY BUSINESS, is set in El Paso, and Dorothy B. Hughes' RIDE THE PINK HORSE is set in Santa Fe.
