Al,

I recently read Ed McBain's "There Was a Little Girl." It fits what you're looking for to a "T". It's set in and around the goings-on in a carnival which works out of Florida. The "Little Girl" in question is an adult female midget.

A damned good read, for my money.

All the Best,

Brian
