Arguably, Upton Sinclair's THE JUNGLE. In related nonfiction, I AM A FUGITIVE FROM A CHAIN GANG. But other examples are eluding me at the moment.

These are the gross (as well as grotesque) examples...most influences on history are subtle...

As a postscript, there have been a lot of books that have influenced the course of history, but I don't think I could name one hardboiled/noir that has done that.
