RARA-AVIS: Snappy dialogue in modern h/b

I'm finishing Joe R. Lansdales' novel "Captain Outrageous" (Warner Bros, 2001). The quick-paced narrative works well. The protags, Hap Collins and Leonard Pine, make an interesting tandem in their various crazy adventures.

Can snappy dialogue (swapping insults, telling one off-color joke, funny but bawdy idioms, etc.) in h/b bog down the telling of the plot?

Is it a question of degree?
