The first chapter of THE SIGN OF FOUR opens with a long
discussion in which Holmes is administering the 7% solution
to himself and Watson is lecturing him on the dangers of
recreational drug use. That's the earliest reference in the
Canon.
In one of the later short stories, Watson mentions that he
had, over the course of time, managed to wean Holmes of the
habit.
