I think the Quiller novels are the best series of spy novels ever written and the first book, THE QUILLER MEMORANDUM (aka THE BERLIN MEMORANDUM) the single best spy novel. It won an Edgar for Best Mystery Novel of 1965 and an equivalent award in France, if that sort of trivia sways you. Award-winner or not, it's a corker.
