RARA-AVIS: Non-Crime HB

<< What's the best HB book
ever written where a crime is NOT the central plot device? >>

Last week, I suggested that Junkie was not plot-driven, which in part made it anomalous with more traditional hb. Charles Willeford's books all have criminal elements, but they are not driven by crime per se (especially pre-Hoke). What's the crime in High Priest of California, for instance? Assault, adultery?
