Jo Gar, the Island Detective. The Jo Gar stories take place in the
Philippines. As far as I know, they have never been collected, though
they certainly deserve book status. Check out also the Erle Stanley
Gardner collections from Black Mask -- outlandish, funny, and often very
hardboiled stuff. Gardner was a genius at making great stories out of
ridiculous plots.

By the way, I would add Norbert Davis to the list of notable Black Mask
writers - and near the top, too. ND's Max Latin stories were collected
in a volume that is no longer in print. I think Bill has my review of
this book at the Rara-Avis site. Davis had other memorable characters
such as Bail Bond Dodd, Just Plain Jones, and the man-dog detective team
of Doan and Carstairs (who also appear in his novels).
