For a discussion of noir writing in the context of paranoia, nuclearity
and the cold war, see Woody Haut, _Pulp Culture_ (Serpent's Tail, 1995).

Look out too for Haut's follow up, _Neon Noir_ (Serpent's Tail, 1999)
which concentrates on noir from the 1960s to the 1990s.
