In English English vernacular [as opposed to American English, which is
only vernacular] 'cracker' can be used as a superlative as in, for
example, 'that's a cracker' or to describe a desirable person of the
female persuasion, 'a right little cracker.' The term 'cracking' can
also be used for emphasis, as in 'I say, that was a cracking good
wheeze.'

I don't know why 'Cracker' is used for the title of the UK TV series.
There might be a web site with some more info (is it a Granada
production?).
