He *did* think Daly was a pretty awful writer, but he
inherited him from
his predecessor, Phil Cody, and by that time Daly was too
popular to
just drop. Later Daly switched his Race Williams stories over
to *Dime
Detective* and, as I understand it, never again appeared in
*Black
Mask*. Erle Stanley Gardner refused to be in *THO* because he
thought
Shaw didn't give enough credit to Cody for setting the *BM*
style (NOTE:
Hammett, Gardner, and Daly were all mainstays of *BM* before
Shaw took
over as editor). Just a guess on Nebel, but I think byt the
time *THO*
was published, Nebel was making really good money on slicks
and had left
the pulps behind. Perhaps he didn't want that part of his
career
resurrected. *The Armchair Detective* published a fairly
comprehensive
article on Nebel some years ago that might shed light. - Jim
