I believe you're right. I think Jonny Double was introduced in
*Showcase* in the late '60s. And it was an easy mistake to make.
Like I said, the format/concept that was eventually used for the Human
Target was originally conceived for Johnny Double (hence the name
"Double"). DC decided they'd do better with a more generic PI
character. Later Len Wein recycled the unused "Master of
Disguise/Bodyguard" concept into the Human Target series. - Jim
