Michael, you know as well as the next guy that there's no
simple answer
to this! There's really no way to begin to answer a question
about a
decontextualised fragment (OK, OK, all texts are
decontextualised
fragments, but you know what I mean...)
It can mean one or more of these things, or none of them or
all of
them. And whatever it means this time---if anything---the
meaning may
differ next time.
BTW, if you can't say it like a word (eg scuba) then that
acronym is
probably an abbreviation ;-)
