You can see a picture of the issue in William Nolan's biography of Hammett. I'm not surprised that BLACK MASK didn't feature Hammett on the cover for two issues in a row. After all, Hammett was not their most popular contributor (if I recall, in a reader's poll, Carroll John Daly and Erle Stanley Gardner received more votes than Hammett did). Frederick Nebel actually isn't bad; Chandler, if I recall, was a big fan of his work. The dealer was selling it for US $450, which > was about 25 times out of my price range, so I didn't get it.
