Don't forget Ed Gorman's Westerns. Nearly all of them are crime novels, and any noir readers here should enjoy them, especially WOLF MOON and LAWLESS.
As you might expect, most of the Gold Medal Westerns from the Fifties are hardboiled and/or noir, and most of those authors wrote crime novels as well.
