The excellent William J. Caunitz was a New York Cop for 20 years and retired as a Detective Lieutenant. And his books show it. Unfortunately he left too few books before he died.
There are also a few ex-private eyes who write. One I have read recently is David Corbett, who was a senior operator in a SF Private Investigation firm for fifteen years. "The Devil's Redhead' and ' Done for a Dime' are two of his. 'Done for a dime' is an excellent police procedural.
