IMO, nobody did a better job of mixing politics and crime
writing than George V. Higgins, but John Gregory Dunne (True
Confessions, Red, White, & Blue) is no slouch. Our own
Manuel Ramos does a masterful job of weaving politics, social
action, and the social life of the Chicano community into all
of his stories. I would also recommend Mark Costello's (AKA
John Flood) Bag Men to all those who like to leaven their
noir with pols.
