I think cell phones are just another tool a writer can use to cut to the chase. It has made certain kinds of scenes easier to write and certain scenarios more believable to pull off.

As for the dark side of this brave new technology: There's no rule (yet) that says everyone on the planet has to own (or carry with them always) a cell phone. If the scene doesn't call for the use of this prop, leave the cell on the dining room table (like I do most of the time in real life).
