The difference is that a bad Hammett story or a bad Fredric Brown story is still well-written, is still readable. Compare that to a bad Carroll John Daly story, for example. Max Brand and Bellem may get away with it because they were madmen of the typewriter (or we think of them as madmen, which is the same for critical purposes), but objectively, a lot of their stuff is mindless crap written in a rush. Some of Bellem's stories make no sense whatever.
