In fact, Hannibal is from one of the Baltic countries: Latvia, Lithuania, or Estonia. I think he's from Lithuania, actually.

It's revealed in HANNIBAL that his sister was cannibalized by retreating Nazi troops during the later stages of World War II. At one point she's described as being "dead and digested all these years" or something like that. Clearly it's an attempt to show Hannibal in a sympathetic light, just as the despicable Mason Verger is supposed to take his place as the "real" villain.
