Yes, it was. He then went on to write:

Yes, they do. I can't speak for the whole country, but this is the
way we were taught to do it at both my California-certified police
academy in Alameda County and at the Federal Law Enforcement Training
Center in Glynco, GA. It's to keep the arrestee from hurting his head
as he enters the car. - Jim Doherty
