Wasn't he Chief of Detectives? The police use the term as
well and
probably
before the private kind did ... but maybe not.
I guess he was -- a detective of some sort in the PD, but not
a P.I.
Even though 'detective' is a police rank, I never think of
characters
like Sipowicz, etc., as dicks, but rather as cops.
In any case, Tracy was thrown off the force during the days
of PC
because he was repeatedly accused of cutting suspects with
his chin
while interogating them. The rumor that he changed his name
to Matt
Scudder is a gross canard.
